My Point of View
I think that nowadays teenagers smoke was due to this few reasons: 1) They were influence by their family. Maybe their parents smoke, so they think that it was alright to smoke. 2) They want to attract attention. Their parents are usually divorcee, so they are usually lack of attention. 3)Influence by friends. When friends do something, they tend to follow as they do not wish to be left out. Especially taking drugs. Some friends tend to jeer at those who did not try before. So, to prove that they are wrong, to try to take drugs or smoke, to let their friends know that they are not the odd one out. 4) Follow their idols. They think that it was cool, so they followed them in order to be "cool".
I think if teenager smokes, cannot blame others, but themselves as they chose to smoke, with no one forcing them. Even if they regret, it was too late as once they had chosen the path, the could not turn back any more, just like dripping a drop of ink onto a piece of blank paper, you cannot make the ink goes off, unless correction tape it away, but it will still be there, it will not be gone.
But since the law had set that those under 18 could not buy cigarettes, how did they manage to get it, the is still a question.
For the bullies, I think that they want people to be afraid of them, so people would not tend to agitate them as there is a saying "a bully is usually a coward". As they usually bully those who are weaker than them.
